The Conditional Release Program provides comprehensive treatment and case management to clients who have been found 'not guilty by reason of mental disease or defect' and who are appropriate for community-based services. Clients are committed by the Court to the Department of Health and Family Services (DHFS), State of Wisconsin, for treatment. Through a contract between DHFS and the MHCDC, that responsibility belongs to the Conditional Release Program. Treatment plans are developed, approved by the court and implemented which may involve both MHC and non-MHC agencies. At the Court's request, the Conditional Release Program also bears responsibility for recommending in-patient versus out-patient treatment. The Conditional Release Program is also a resource for the community with regard to information about the "NGI" law and its nuances, as well as the range of services, legal implications, and resources.
